==Political Career==

==Achievements==
Being the higher education and tourism minister, Deshapande has taken several initiatives for the development of education and tourism in the state. The controversy over encroachment of a vast tract of forest land in Jakkur in Bengaluru has resulted in the last few weeks. An area of 147 acres and 28 guntas of forest land, known as Jakkur Plantation Reserve Forest is considered to have been upon by high profile and influential persons, including Karnataka Industries Minister R V Deshpande and major developers in the past few years.
Deshapande and his family currently own a house and 11 acres of land in the disputed area. The entire land is worth thousands of crores of rupees. The encroachment has been noticed during a routine inspection by forest authorities, and Janata Dal (S) leader H D Kumaraswamy brought it into the public realm a few weeks ago. Kumaraswamy has produced documents to show that the land was a reserve forest under the Karnataka Forest Act and the encroachments have been made without de-notifying it through due procedure.〔http://www.thehindu.com/news/national/karnataka/arkavathi-layout-controversy-unnecessary-says-deshpande/article6867536.ece〕
The forest department has opined that the land is a reserve forest. It was declared in 1940 and the procedure for de-reservation involves a gazette notification after approval by the Central government and the passage of enabling resolutions by the state legislature. Since this procedure has not been followed, the present stature can only be declared as a reserve forest.
There are several judicial orders which say that the due procedure should be followed for de-reservation without exception. The best defence that has come from the minister is that he purchased the land by maintaining all legal procedures. But the purchase would not be considered legal when the revenue authorities have no power to register sale and purchase of forest land and any bestowal of titles by them is without authority. A joint inspection by the revenue and forest authorities is said to have concluded that the land is reserve forest only.〔http://www.daijiworld.com/news/news_disp.asp?n_id=312443〕
Revenue authorities have issued notices to 50 claimants, including Deshpande, prominent developers and housing societies, to prove their titles to the land they hold in the area. An adjudication process has been set in motion. Though the state government has said that it wants the matter to be settled without delay, the adjudicating officer has since been transferred from the position.
Not just this, the Siddaramaiah government has disbanded the committee headed by Additional Principal Conservator of Forests U V Singh which was constituted to look into the encroachment. These are not signs of best objectives to be followed in this matter.
All known facts and documents point to illegal usurpation of forest land, which, if found true, should be vacated. The adjudication and review process should be open, transparent and credible because influential persons are involved in the matter.
